It really makes it very clear for the scrutineers, is it highly recommended, optional or mandatory. I suppose you just pick the one that suits you. Maybe the SWG should proof read the rules before they are published and we would not have this type of stuff happening.
Funny thing is though that I have read that dam rule so many times so that I could get my head around the "crossbar to be a [u]min[/u] of 150 [u]+ or - 20[/u]mm" that I missed it!!!

There lies the problem Jeremy, the rule as printed is now the rule no matter what came out last year. To fix the problem CAMS has to issue a bulliten which will do untill the first quarter update of the manual is issued.
Jeremy we had a race meeting in Victoria today and it was the Chief Scrutineer that pointed out the problem with the rule to the Club last week. He has sought an opinion from CAMS on the matter. If you were charged and had to go before the stewards, the charge would be thrown out because as it is written now it cannot be enforced. Yes we all know what it is supposed to say, but that is not what is written. The written rule is what the stewards go by.
