What's your intention in the sport?
If you want to keep it simple and just have fun, go the KA100 route. You will have the option of racing in 2 dirrefent categories:
KA3 (fast)
KA4 (with an engine restrictor and harder compound tyres)
If you want to compete in high performance classes/events like rotax protour or X30 national championship you could consider getting one of those engines.
You still have the option of racing in the national series with the KA100 engine but that category is a fraction slower than the rotax or X30 classes.
You chassis will work fine in any of these classes (though probably not optimal for KA4).

I would suggest a Rotax as you can race in tag restricted which has decent entries numbers in NSW, KA3 does not. Once you are winning then you can jump up to Tag open which is slightly quicker with quicker drivers.

Also keep in mind, there are more parts to go wrong or get damaged on a watercooled engine.
I've had the X30 and KA100. I now have a Rotax Evo and its the best of the lot. I can give you a list of names of guys who have changed over to the Rotax Evo. I have no regrets.
In Sydney its an Evo for sure, No ka3 snr fields around to speak of at club level

Keep in mind the restricted class will be slowly phased out starting at the end of the year. So if you get the evo you will end up in opens.

OR Spend $3,000 on a New KA100
there are some TAG karts out there for $2,000-3,000 complete

You have every right to charge whatever you feel is appropriate. It is your business to run however you please.
That said, while the gear required to run with AKRA might be cheap, the cost to run there for the day is not, especially when compared to Indy 800/Butterfly Farm. A 12 month licence there is $40 and a race meet costs $80. For a KA licenced driver, it's still cheaper to attend a meet at any of the metro clubs at $100.
I have no issue with what you are trying to do, but I think your pricing might be a bit off. Just my 2 cents.
