My guess is - it's a stunt by FOTA to try to wrest a degree of control back from Bernie and Max. I'll be VERY surprised if the teams actually left formula one, as they're claiming.
I think you'll find there is no point of return now. The teams had until today to drop the conditions from their entries, and they did not reach a compromise with the FIA, so they didn't drop them. The FIA also stated in a press release 2 days ago that they think FOTA is trying to wrest control from them, and they are right, the teams are fed up. David Croft said on BBC radio a few hours ago that a senior FOTA member has a list of circuits pencilled in on a pad of paper that they believe they can race on next year. With the best teams and drivers the promoters will come to them and do a deal, probably for far less than Bernie asks for anyway. Will be interesting times...

I say good riddance F1... Until this year, it's been as boring as batsh!t since the eighties! I'll be glad to see someone else in charge and see if they can do it better.
I think this is a classic response by members who are not listened to and are treated with disrespect by their governing body!
At the end of the day – ANY association is only as good as its supporters and membership base.
It doesn’t matter how many dollars are involved – the customer needs to feel important and have input.
