good question! according to their site it was supposed to be released in quarter 4 of 2007....there's a page on facebook that the developers put occasional updates on, but there's no dates or anything yet....
i had a go at it oakleigh start of 2008... it was prettty crap.!! but some people might like it.!?
as long as its better than BRKart i'll be happy =.=
i sent an email to them asking when it was going to be released and they sent back an email saying that they were going to release it in 2008 some time, but that never happened though.

I'm one of the developers from Maschine Simulations working on KartSim®. We're still working on it flat out and have nearly finished the physics engine overhaul where I've rewritten the entire physics engine from scratch which now takes chassis flex and other parameters into account. I wont be commenting on a release date but will say the demo is not that far away. In case some of you haven't seen the screenshots of Oakleigh I've included them below.
